For my 1 minute I will respond simply to that by saying that I am talking about the institution of the Senate and not one single Senator personally.

In your view, is there more interest for the office to be a friend of the schools rather than a regulator?

Obviously this is both a national security issue and something that is unacceptable.

I am also calling on Secretary Napolitano to immediately improve the oversight of schools and implement the GAO recommendations.

It is probably an institutional problem as opposed to Mr. Woods' problem.

I want to know what changes have been made by Secretary Napolitano's Department since the report was initiated.

Is that moving along fast enough that it is going to become a rule, or what is the impediment to getting that done in a certain time frame?

If heads do not roll--you know, you put out instructions, and if heads do not roll, you are never going to get any change of behavior.

I am not going to go back through what I said in my opening statement about my work with Dr. Whitehurst, but that experience makes me skeptical about entrusting scientific standard setting to a Government bureaucracy.

I would ask Stephanie and Jill and Scott, as you have considered that legislation, would you suggest any specific changes?

Dr. Whitehurst has made a number of very serious challenges that call into question the scientific integrity of the FBI crime lab and the thousands of prosecutions that rely on evidence it has processed.

I expect answers to this serious matter to ensure that the problems Dr. Whitehurst uncovered are not continuing to this day.

For the Senator from Rhode Island, I believe that Rhode Island facility went to an existing ethanol plant in Shenandoah, IA-- southwest Iowa.

Are we talking about a somewhat confined number of cases rather than a widespread problem?

Is it your opinion that there should be a blanket, one-size-fits-all, no-injunction, no-exclusionary-order rule for standard-essential and RAND-obligated patents?

Frequently a bill raises a First Amendment issue 'clad, so to speak, in sheep's clothing.'

Could you describe the unconstitutional chilling effect the enactment of this bill would create?

It is very necessary that we have the cooperation in order to do our job of constitutional oversight.

These patents encumber the ability of taxpayers and advisers to use the tax law freely, interfering with the voluntary tax compliance system and undermining the fairness.

I hope you will recall that I was instrumental in getting a provision dealing with tax strategy patents included in this Act.
