I said that I am one of the few members of the United States Senate who is still in the Senate who voted for China to be in the WTO.

I kind of came away with the opinion that they will do anything legal or illegal, anything moral or immoral, anything ethical or unethical--do whatever they want to to get ahead and to stay ahead.

We expect to bring additional ones afterwards in areas where we do not have reciprocal response and where we are competing against states or against people who operate in a noneconomic way.

We are literally going to be the reciprocal of what other people do not want if we do not start standing up.

Our legislation represents a targeted approach for causing behavioral changes while not jeopardizing existing trade flows.

Can I tell my constituents we are past the point of worrying about withdrawal from NAFTA?

It is unfair, in my judgment, that farmers, particularly soybean farmers, would be singled out to have to take this hit.

I must also remind you, Mr. Lighthizer, a State like Iowa stands to lose a great deal from retaliation.

I applaud Senator Cassidy's leadership, that of Congressmen Bouchard and Peters, as well as Senator Grassley for the work they are doing in this regard.
