“That really brings to light the issue of accountability, what your constituents want. I know what my constituents want me to do is to make certain that I am paying attention to all of these items and that I raise questions about items that I believe they would not support. Sometimes just a question of clarification, I have been so pleased to be able to support you in many of your efforts to shed light on so many earmarks that have been brought to the floor, and maybe you wouldn't mind sharing with our colleagues the process that that takes and how to get just one vote on a specific earmark and how this process would foil all of that and make it so that there would be no transparency at all.”
