We have, in essence, transferred over the past 30 to 40 years the treatment of mental health individuals... to a remarkably substandard care in our criminal justice system.

We disagree strenuously with the report that was put out. We believe that our plan will cover more individuals at a lower price and give them the choices that they want, for the coverage that they want for themselves and for their family…

So wouldn't we as a compassionate society step back and say, 'OK, that's a real problem and we need to address it.' That's what we're trying to do.
