Medicaid is a broken system. Anybody who is in the practice of medicine knows Medicaid is a totally broken system.

I think the CHIP program, with policymakers, has to be looked at, and I believe it ought to be extended.

So wouldn't we as a compassionate society step back and say, 'OK, that's a real problem and we need to address it.' That's what we're trying to do.

We need a system that is affordable for everybody, we need a system that is accessible for everybody.
