I agree that we should not make short-term decisions on these issues, that more precise definitions of 'inherently governmental' and 'core' are required to guide competitive sourcing decisions and public-private partnerships, and that the 'streamlined' procedure OMB is advocating are a step in the wrong direction. I look forward to working with my colleagues and the administration to ensure any revision to A-76 are done carefully and do not discriminate against our Federal workforce.
