“I always enjoy the reading of the resolution. There are a lot of readings that you can waive on the floor of this House, but not so with a Rules resolution because this resolution is framing the nature of the debate we are going to have perhaps on the most important issue that we've taken up so far in this Congress. In order to try to crack that, Mr. Speaker, you'll know that we brought this bill to the floor in the last Congress, and it has been changed and improved since that time.
