“My friend from Florida is a good accountability partner up on the Rules Committee. I have learned from his intellect, and I have learned from his experience in this Chamber. I value that, and I value his friendship. When he says that more closed rules have been passed in this Congress than any other, he is absolutely right. He is absolutely right.
