At this time, I offer an amendment to the resolution. The SPEAKER pro tempore. The Clerk will report the amendment. The Clerk read as follows: At the end of the resolution, add the following: Sec. 2. Notwithstanding any other provision of this resolution, the amendment specified in section 3 shall be in order as though printed as the last amendment in House Report 113-41 if offered by Representative McCaul of Texas or his designee. That amendment shall be debatable for 10 minutes equally divided and controlled by the proponent and an opponent. Sec. 3. The amendment referred to in section 2 is as follows: After section 1, insert the following new section (and renumber subsequent sections accordingly): ``SEC. 2.
