We are going to have an opportunity to vote on this rule here in about 15 minutes. And when we dispose of this rule and then we bring up the underlying bill and then we vote on that underlying bill, we are going to make a difference on the one issue that is before us today. I do hope that we will be back in here to have more of a conversation. I regret that we didn't start that conversation sooner. I regret that when Republicans controlled the House, the Senate, and the Presidency, they did not solve the challenge of violence in this country. And I regret that when the Democrats controlled everything in this Nation--the House, the Senate, and the White House--they did not solve the challenge of violence in this country. Mr. Speaker, if it were easy, we would have done it before. But I am absolutely certain of one thing, and that is that the solution is going to be found with earnest discussion, not shrill recriminations. Of that, I can be sure. I reserve the balance of my time.
