I bring a budget today, a substitute, on behalf of the Republican Study Committee, a budget that balances the Federal budget in just 4 years. It does that, Mr. Chairman, by setting priorities for this Nation, priorities that our constituents back home know need to be set. I want to begin, Mr. Chairman, by showing you the priorities as they relate to revenue and spending. Within 4 years, we bring revenue above the level of spending so that we can begin to repay our debt and eliminate our deficits for the first time since the Clinton administration, which will bring deficits and revenues in line, Mr. Chairman. What we do is we prioritize those programs that are important to so many Americans. As you see from this chart, Mr. Chairman, Social Security spending is up each and every year in our budget while extending the life of the Social Security trust fund; Medicare spending is up each and every year in our budget while extending the life of the Medicare trust fund. Mr. Chairman, if a budget is nothing else, it is a statement of our values and our priorities. And the Republican Study Committee's value and priority is to end the passing of responsibilities from this generation to the next, to be responsible for the bills that we create today and pay for those priorities today.
