H. Res. 478 provides a closed rule for the consideration of S. 540. Now, if you heard the Clerk read S. 540, you might not have understood why we were here today. He read it exactly as it is drafted in the title, but we are here today to move a clean debt ceiling. Now, I won't tell you, Mr. Speaker, that I am excited about being down here today. I am excited to be carrying the rule, because I believe this is the way that regular order ought to operate. But I came here, as you did, Mr. Speaker, and as so many of my colleagues did on the other side of the aisle, to try to move the needle, to try to move the needle on Federal spending, to try to move the needle on the borrowing that is going on from our children and our grandchildren. We talk so often back home, Mr. Speaker, about raising taxes. In fact, so many folks in this Chamber have signed a pledge to say I will never raise taxes on the American people, and I admire that sentiment. But, Mr. Speaker, when we have a vote to raise the debt ceiling, debt that has to be paid, we are, in effect, raising taxes on the American taxpayer. Now, it is not a surprise to anyone in this Chamber. I sit on the Budget Committee. Anyone who has looked at the budget understands that we don't have enough revenue to pay our bills. In fact, Mr. Speaker, I have the great pleasure of being on the Republican Study Committee as chair of their Budget and Spending Task Force.…
