I thank you, and I thank the majority leader for allowing me to utilize the time today. Mr. Speaker, a lot of folks, as votes have finished for the day, have headed for their flights back home. A lot of folks are back in their offices trying to finish up work for the week. I appreciate your being here because what we've heard, when we haven't been debating the SKILLS Act--that fantastic bill that consolidates so many important job training programs from the multiple, duplicative programs that we have today down into a few, effective, targeted programs--when we haven't been talking about that important work today, folks have been taking shots at the budget process. I'm a member of the Budget Committee, Mr. Speaker. And, in fact, I'm the chairman of the Budget Subcommittee on the Rules Committee, Legislative and Budget Process, and I believe what we do here with the budget is so important. I know my colleagues who will be debating this next week share that same view. I brought with me, Mr. Speaker, a copy of ``Path to Prosperity: A Responsible, Balanced Budget.'' {time} 1330 This is the budget that we produced in the Budget Committee. We went from about 10 a.m. on Wednesday through almost midnight. We took every amendment that folks had to offer.
