To say I think my friend from Nevada missed one of those great successes that she had--I will call it the Rodney Davis-Dina Titus amendment--to make sure that localities have even more control over their spending decisions. It is one of those episodes, Mr. Speaker, where folks didn't get everything they wanted, but because folks were in there advocating for their constituents throughout the entire process, we ended up further down the road today than we would have been yesterday but for the Davis-Titus team pushing forward on that language. Mr. Speaker, that is what this bill is, and that is what regular order gets us. It is so frustrating. I feel like I am in a room full of racehorses here trying to wait for the doors to open. The gates have just come open, and we all want to get to the finish line. Our new Speaker has made some commitments about bringing more involvement and individual Member participation in the process. That is new to this institution in many ways, Mr. Speaker, but it is not new to the Transportation Committee. It is not new to the work that you and I have been doing on the committee for these past many months. That is why this bill is worthy of the support of so many of our colleagues.
