Reclaiming my time, my friend is exactly right. Of all of the multiple efforts that we did last year that were all rejected by the other side, we have not recreated those efforts again this year. He's exactly right. What we have done, however, is created a pathway that's going to produce the first budget on the Senate side, the first opportunity for the bodies to come together in conference. My friend from New York tells us about, I'm just a bill and what schoolchildren are learning all over America. Mr. Speaker, they're going to have to learn on TV because they have not seen it in this town. We can't. We can't go to conference on a budget unless the Senate passes one. And this year, Mr. Speaker, as governed by the rule book, the United States Constitution that I have right here in my hand, we're going to be able to get that done. That's the kind of work this House is doing. That's the groundwork that we're laying. My friend from New York is exactly right, Mr. Speaker, when she says that this body, led by Chairman Ryan on the Budget Committee, is going to produce a budget so serious and so responsible, it's going to come to balance, the balance the American people are demanding, faster than any other budget we have seen in this President's administration. All we're asking, Mr. Speaker: Doesn't it seem reasonable to let the President submit any budget he wants to?…
