Again, in response to the gentleman from Tennessee, I am not going to stand here in presenting the rule and try to discuss the merits of the amendments that were made in order. I would just say to the gentleman that the Committee on Rules, I think in an abundance of fairness, looked at these amendments. There were other amendments submitted, probably on both sides of the aisle, that were not made in order; but these four amendments submitted by Members of the gentleman from Tennessee's party, and that means that we felt these should be discussed and that these are reasonable amendments. They are germane to the issue. And the gentleman will have an opportunity to do that.
