the Federal Government tries to do the right thing in many instances--I would hope in all instances and it seems that far too much of the time they screw it up.

the federal government has this bad tendency of torching a village to kill a gnat, and I think that is the real problem here

While I am sure that these companies are working as best they can to meet the deadlines, the reality is that most were awarded contracts within the past few months and the complex system has yet to be fully tested.
