“Section 526 will not allow, it prohibits any agency of the Federal Government, our Federal Government, including our Department of Defense and including NASA, from utilizing any fuel source other than conventional fuel if it results in one nanogram increase in carbon footprint. I am not talking about tonnage of CO2. I am talking about any increase. So what my good friend from Michigan was talking about in regard to shale, s-h-a-l-e, shale is a solid product. It is a granular product. And we have, as Fred Upton pointed out, Mr. Speaker, an abundance of that product out in the West. There are about five States. And I think Mr. Upton said that it is estimated that you can get something like one and a half trillion, with a T, one and a half trillion barrels of petroleum from that source.”
