This is the gentleman from Ohio (Mr. Chabot) speaking. ``This amendment would allow abusers potentially to get off scot-free and doom the victims of sexual abuse to even more abuse. If the girl is afraid to tell her parents of the abortion for fear of past or future sexual abuse, she may utilize the judicial bypass process which is available in her State.''
