the EPA has done basically is, they keep moving the goalpost, and all of a sudden because of the Supreme Court allowing them to do that, greenhouse gases, which could result in global warming, are pollutants.
The maintenance of effort provisions in Obamacare have not only been costly, but they have been a barrier to reforms.
