there is something to link them, Saddam, to weapons of mass destruction, and that is the equipment. The equipment was on the prohibited list that had to be declared. The fact that they did not declare the equipment, not only did they not declare it, it was imported equipment. A lot of it we dated was imported from after 1998 in spite of U.N. sanctions. He went on to say, another quote from Dr. Kay: ``We tend to, when we analyze a failure, look at our own failures and forget there is another side to the equation.'' Again, this is Dr. Kay: ``I am convinced the Iraqis tried to deceive us and, in part, they tried to deceive us and others into believing that they really did have those weapons.''
