the underlying legislation, in great part, has been designed by a colleague of the Senator from California, Mr. Torricelli, of New Jersey, who sits right next to her. The underlying proposal has a significant component for new school construction. So the underlying proposal, if you really want to add up just the financial impact, is 80 percent designed by the other side of the aisle and about 20 percent from our side. I guess in the general division of the issues, it is about 50/50.
