In fact, my assertion is that public school children attending public schools would be the principal beneficiaries. Seventy percent, according to the Joint Tax Committee, of families--that is about, incidentally, 7 to 10 million of them--will be families with children in public schools, and about 30 percent will be families with children in private schools. The division of the money is more equal. It is about 50-50, according to the latest results. But those are not complete, because they only apply to kindergarten through high school, and not through college. But, specifically, families with children in public schools can use them, and, in fact, more families with children in public schools will use these accounts.
