I understand that it is the managers' intent that under the Caribbean Basin portion of the Act, an apparel article containing elastomeric yarns, including elestomeric filament yarns, shall be eligible for the de minimis rule set forth in section 211 only if such yarns, whether covered or uncovered, are wholly formed in the United States.
