I understand the leadership on the other side and the NEA are endeavoring to filibuster this proposal, but they will not succeed in the long run. This is going to happen. I do want to respond quickly to several of the remarks of the Senator from Illinois. First, the figures from the Treasury Department have been ridiculed and rejected. They have absolutely no credibility. That is the same formula they used to try to discredit the other tax relief. They used imputed income --if you rent your house, that sort of thing. The Joint Committee on Taxation says 75 percent of all these proceeds will go to people making $75,000 or less.
