I want to reiterate a point, before I yield to the Senator from Idaho, that was made by the Senator from Mississippi when he opened this discussion. He pointed out that this vote is to allow the States to take up the issue of whether or not the Constitution should be amended. The other side does not even want the States to carry on and conduct the debate of this great national issue. They do not want to let it go to the States. I find that uniquely Washingtonian. "No. We have to keep it all here. We don't dare let the States debate this great issue and make their voices heard." It takes three-fourths of them to ratify this before it would become an amendment to the Constitution.
