I understand the potential safety problems involved in the ``order to land'' provisions, and I agree that we cannot jeopardize the safety of aircraft flying near the border for innocent purposes. I understand that we can achieve the goal of fighting drug smuggling without jeopardizing safety or undermining the rights of pilots by requiring reasonable suspicion and adding innocent owner provisions. In fact, it was my intention to make the changes you have suggested. However, because of a parliamentary oversight, the corrections were not made prior to the vote on the amendment. I appreciate your leadership in resolving this issue. With your assistance, I will work with the conferees should S. 1415 reach conference to make the necessary changes to resolve these problems or to eliminate the provision entirely as I understand the status quo is acceptable.
