I have offered a substitute that I think embraces the spirit of the amendment of the Senator from California. The main differences are three. It is a little broader in scope. It acknowledges the problem of weapons in schools. It deals with drugs and culture, as well. It does not point the finger at the Congress or impugn in any way what the motives are of various people who have strong beliefs with regard to issues relating to guns. It does not set an artificial deadline which is in the amendment that was offered by the Senator from California. The spirit of the amendment is very similar. I think it will receive very broad support. It is an amendment that appreciates what is happening here. It involves many aspects of our lives. Witness the situation in Michigan, where we are now reading about the environment in which this child lived who is alleged to have perpetrated the crime that occurred.
