“I think there are five questions you have to answer before you decide to vote ``no'' on the Gallegly amendment. The first one is very simple, and it keeps getting asked rhetorically, and I cannot quite believe the answers the liberal friends give themselves. Does offering money and services attract people? This used to be the land of opportunity. It is now the land of welfare. Do we believe people in some countries might say ``I would like to go to America and get free goods from the American taxpayer?'' Now, if you believe people are totally coming to America with no knowledge of the free, tax-paid goods they are going to get, then I think you are living in a fantasy land. I think there is no question that offering free, tax-paid goods to illegals has increased the number of illegals. That is question No. 1. Question No. 2: Is it the United States Federal Government's responsibility to close and protect the borders? This is not California's failure, this is not Florida's failure; this is a Federal failure.”
