Let me just say we have a surplus because we have consistently worked through welfare reform, through controlling spending, through cutting taxes, to encourage economic growth. We have proposed to set aside over a trillion dollars. My good friends on the left in the 40 years they were in charge of the House set aside zero. Let me make it clear. All of our good friends who are complaining today, during the 40 years they were in charge set aside zero for Social Security. We are setting aside today over a trillion dollars, 60 percent more than President Clinton asked for in January. And we are setting it aside in the safest possible Treasury notes held by the U.S. Treasury, not put at risk in New York City. My other point is very straightforward. All of our friends on the left are going to vote to spend part of the surplus on government. All of our friends on the left but one of those who voted on September 15, all but one voted to spend money on government out of the surplus.
