when the American people look at President Clinton's budget in detail, they are going to be very disappointed. There is no provision in the budget over the next 5 years for real welfare reform to require work and to reduce children born outside of marriage. There is no provision to build the prisons necessary for life sentences for three-time violent offenders. There are no provisions to stop the illegal aliens who are costing billions of dollars, especially to States like California, Texas, New Mexico, Arizona, and Florida. Again and again, where we need real reform, the Clinton budget is silent and does not provide for the changes we need. Mr. Speaker, I think it is a big disappointment to those who believe we have to reform welfare, we have to stop violent crime, and we have to end subsidizing illegal aliens.
