If you look at page 109 of the bill you are supposedly defending, the Clinton plan, you will see a provision that allows a State government to take over all health care in a State. If you turn to page 110, you will see that it says at the top, ``at the option of the State, the system may sign up everybody on Medicare.'' At the option not of the citizens on Medicare, not at the option of the senior citizen, ``at the option of the State.''
