I think of this evening as a very historic evening. We have a bipartisan majority that is going to vote for the line item veto. For those who think that this city has to always break down into partisanship, you have a Republican majority giving to a Democratic President this year without any gimmicks an increased power over spending, which we think is an important step for America, and therefore it is an important step on a bipartisan basis to do it for the President of the United State without regard to party or ideology. I think compared to what people all too often expect of this city, this is the kind of positive effort to work together that is good for America. The line-item veto is an idea which has been around a long time. Ronald Reagan campaigned on it, but, frankly, Jimmy Carter used it when he was governor of Georgia, and Bill Clinton used it when he was the governor of Arkansas. Again and again on a bipartisan basis, president after President has said it is something that would be good for America, because it would allow the President to cut out some of the worst of the spending, to set some fiscal discipline, and to indicate where the President stood.
