I must say, during the time I was on the floor, I listened to a series of Members with amazement. The distinguished gentleman from New York (Mr. Rangel), the ranking member on the Committee on Ways and Means, had an opportunity recently to vote on the question of spending part of the surplus, and he voted ``yes.'' He would spend part of the surplus. This is House vote number 430 on September 15. He voted to spend part of the surplus, but it was on government, not the taxpayers. The gentleman from California who just spoke had a chance to vote on that day. He voted ``yes'' to spend part of the surplus, but it was on government, not the taxpayers. I will say the gentlewoman from North Carolina (Mrs. Clayton) did not vote ``yes.'' She did not happen to vote that particular day. But the gentlewoman from Texas (Ms. Jackson-Lee) voted ``yes'' to spend part of the surplus, but on government, not on the taxpayers. The gentleman from New Jersey (Mr. Menendez), who spoke a few minutes ago, voted ``yes'' to spend part of the surplus, but on government, not on the taxpayers. And the gentlewoman from Connecticut (Ms. DeLauro) who spoke voted ``yes'' to spend part of the surplus, but on government, not on the taxpayer. Every person but one who just finished this debate on the other side voted to spend part of the surplus on September 15 on government.
