Mr. Speaker, let me say on the issue of Haiti we are about to make some major decisions in this country that are going to risk the lives of American young men and women that this House has an obligation to debate, and this bill is a legitimate place to debate that. This is about the use of Americans in uniform, about the use of the American Navy, and we deserve, and the American people deserve, to have those amendments made in order. Mr. Speaker, I am going to oppose this rule, and I am going to oppose the next rule if the Democratic machine, after 40 years, insists on gagging the House so the American people do not get a fair debate and a recorded vote on an immediate issue that involves real foreign policy questions that involves the potential threat to the lives of America's men and women in uniform.
