I am afraid so. Mr. Isakson is a businessman and he looks at it from that point of view. He said, if the dollars spent could be concentrated, there would be less disturbance and that more of the money would actually flow into education and out of administration. Let me give a classic example that we heard from, from a lady who was a director of an adult literacy services center in Dublin, GA. She said this, speaking of the grant process. In other words, when applying for a Federal grant for education, this is what she observed: ``The process is cumbersome and labor intensive. Writing the 1997 proposal consumed nearly two months of the literacy director's time. Measuring accountability in terms of performance rather than volume of paperwork is the best solution to the problem.'' We heard some very common sense, practical observations from people who have hands-on daily experience in delivering education to children in the classroom. Once again, I thank the gentleman for affording us this opportunity, and I thank the gentleman for allowing me to share these comments today.
