“Mr. Speaker, there is one abiding fear that all parents share. That is the fear that something tragic will happen to their child. We pass laws to make sure that their childhood toys are safe and that they will not be swallowed and choked on. We pass laws to be sure that there are child restraints properly installed in the vehicles on which they ride. All of us hold our breath when they finally get to the age where they can begin to drive vehicles themselves. Mr. Speaker, this law today addresses an area of concern that haunts society. That is the possibility that their child will be victimized by someone who has previously done the same. If one of the purposes of government is to collectively protect ourselves better than we can do individually, then this law and its merits are very clear. I am pleased to rise in support of it. I commend the author, and I urge all of the Members of this body to vote for this very commonsense piece of legislation.”
