I think this debate highlights the fact that we have a serious problem in this country in terms of those who come into the country, give birth to children and citizenship being granted upon that birth and, obviously, it will require apparently a constitutional amendment. I think this highlights the necessity for that. I think we have all seen situations in which we have heard the traditional description of bootstrapping your way into a benefit. This is booty-strapping. This is a situation in which, by virtue of the act of illegal entry on the part of a parent, the birth of the child gives the right to benefits from the taxpayers' coffers. I rise in opposition to this amendment, and I think that it does highlight the fact that we have a situation of rewarding those who would violate our immigration laws.
