Fifth, with respect to multilateral organizations, the United States should: More carefully consider NATO's new Strategic Concept, and the future direction of this, our most important international commitment; Press for reform of the UN's and Security Council's peacekeeping operations and decisionmaking processes; Fully support efforts to strengthen the capabilities of regional organizations including the European Union, the Organization of American States, the Organization for African Unity, and the Association of Southeast Asian Nations--to deal with threats to regional security; and Promote a thorough debate, at the UN and elsewhere, on proposed standards for interventions within sovereign states.
