As the Senator pointed out, it was in the President's budget request--that the only increase in personnel asked for was about 2,300 personnel in the Marine Corps. That is in the President's budget. That is a request of us which we accede to in this Defense authorization bill. My amendment says, in effect, that basically this is inadequate. Other services need additional strength, and this authorizes the services to go to a higher end strength if they can find the money.
