Let me bring up one point that you mentioned. Open debate. Wouldn't that be a novelty here in this House? It would be nice to offer an amendment, to be able to open the debate. And the fact that the negotiations on this bill has gone on between Democratic House Members and Republican Senate Members. They have not even opened up a dialogue with the chairmen of Energy and Commerce or of Ways and Means to look at pay-fors for this bill.
