I rise today to denounce in the strongest possible terms the ghastly policy of the Palestinian Authority, which imposes the death penalty on Palestinians who would sell their land to a Jew. Clearly, this abhorrent practice is contrary to the Oslo agreements, international law, and common decency. I would like to join my colleagues--the gentlemen from New York, Mr. Paxon and Mr. Engel, the gentleman from New Jersey, Mr. Saxton, and the gentleman from Florida, Mr. Deutsch--in condemning the actions of the Palestinian Authority. Time and time again, the United States has tried to work with the Palestinian Authority in good faith, but our efforts have not been reciprocated. We can not help this holy region toward peace if one of the parties abandons all sense of decency and order. I urge my colleagues to support this condemnation, and I urge Mr. Arafat to renounce this practice of murder and racism.
