Mr. Speaker, I have been here for 7 rac{1}{2} ext{ years and not one of those organizations has appealed to me to fix it. So I decided to find out what it really was. In 1972, Wilbur Mills is running for President, and he promised to increase the benefits on Social Security by 20 percent. His presidency went down in the Tidal Basin, and Nixon picked it up and he promised it, and they had a huge adjustment in 1972. They started with people born in 1910 because they were 62 years old and eligible that year for the benefit. In 1977, they discovered they made a huge mistake. They made a calculation error that was going to bankrupt Social Security, and they had to crank it back to an honest formula.”
