I thank the gentleman for yielding. Mr. Chairman, I rise in support of H.R. 3521, the Expedited Line-Item Veto and Rescissions Act of 2011. This bipartisan legislation will cut wasteful spending and reduce the deficit by reestablishing the principal of a line-item veto. It should come as no surprise to anyone that occasionally an unnecessary or wasteful expenditure makes its way into a spending bill. This bill increases accountability over those expenditures by giving the President the authority to identify specific wasteful spending and make Congress take an up-or-down vote on its merits. {time} 1450 This legislation requires that all savings go directly toward deficit reduction. This legislation is a commonsense solution to cut wasteful spending and reduce our unsustainable deficit. I urge my colleagues to support this bill. It's a step toward getting our economy back on track and getting people back to work.
