It is with mixed reactions that I sign H.R. 4388, the energy and water development appropriations bill.

We intend to meet our obligations, and we expect others to do the same.

We must be prepared to apply domestically the MTN codes on procurement, subsidies, standards, and customs valuation.

One thing that we are doing is providing help for poor families.

This reorganization will increase significantly our ability to implement the MTN agreements efficiently and effectively.

We've had some notable achievements and we've had some disappointments.

We're all in it together, and we're going to prevail.

I would rather not spell out at this point what we will do.

Public transit can help us do that.

I'm for national health insurance.

I deeply appreciate the support that the American Public Transit Association has given me in this fight so far.

It aims to improve our export promotion activities so that United States exporters can take full advantage of trade opportunities.

We simply cannot allow the huge increases in the prices of energy and housing to set off double-digit inflation in wages and other prices.

I also expect the Congress to move vigorously to solidify progress in water resources policy.

The increased cost of energy was the major factor in an unacceptably high inflation rate

Now we recognize the value of mass transit.

The goal of this reorganization is to improve the capacity of the Government to strengthen the export performance.

I am satisfied, however, that the Congress clearly confronted this issue and settled on its action with clear majority votes in both Houses.

It provides for sound water projects and for energy development.

We will always support Israel, and we will always make sure that Israel has the means by which to defend themselves.

I have no apology for keeping my original Cabinet 30 months.

I am acting under the authority vested in me by the Reorganization Act of 1977.

Public transit means cleaner air.

This reorganization is designed to correct such deficiencies and to prepare us for strong enforcement of the MTN codes.

To achieve these objectives, I propose to place policy coordination and negotiation in the Executive Office of the President.
