I have directed the Federal land managing agencies to enlarge the National Recreation Trails System.

I continue to support legislation authorizing the study of these rivers.

I want to congratulate the 8,000 SCORE volunteers who provide valuable assistance to small businesses all over the country.

I also recommend that an additional 14-mile segment of the river be administered by the State of Oregon under its Scenic Waterways program.

Now, to administer this act will require somebody with a knowledge of statesmanship and experience and superb leadership qualities.

We must encourage exports in every appropriate way, and this administration is committed to a continuing review in all of those that some might classify as export disincentives.

I concur with the findings of the study and recommend that the mileage found to be eligible to be added to the system should be designated as a Wild and Scenic River as part of the national system.

The peace we enjoy is the peace of the strong.

The greatest danger to American security tonight is certainly not the two or three thousand Soviet troops in Cuba.
