Well, the gentleman who has worked so hard on it, the gentleman from Florida [Mr. Miller] do you believe you had mentioned that the President is a lot closer now? It is not an election year, we do not hear the demagoguery. Are we in the United States Congress going to put our seniors first this year, get a bill passed in the House and Senate and signed by the President?

I just say when anybody starts arguing the process in the U.S. Senate, it is a cop-out, I think he just wanted to vote no, and he found that's a convenient excuse.
