You were saying earlier that the number of divisions in the U.S. Army is being scaled back from 18 to about 10. What is happening in the Marines, particularly as respects this program? Because if you do not have the manpower, you do not have the technology. I know that we have got shuttle diplomacy, and I do not know that this administration has really anything to brag about on shuttle diplomacy. I think the Carter administration sure does, it has resurrected itself quite well.
