Welfare reform in general was very difficult to get passed. Lots of naysayers, lots of the sky is falling kind of mentality but during that period of time 14 million people were on welfare, and it went down to 5 million people.

I want to point out, though, that Pew Trust came out with a study said 24 million people who are registered to vote aren't eligible to be registered or registered illegally.
