I wanted to speak about this notion of an independent investigation, which I think, unfortunately, if we look at those who are supporting that, Senator Daschle, the gentleman from Missouri (Mr. Gephardt), there is a real partisan question, along with Senator Lieberman, for crying out loud. Senator Lieberman, incidentally, is actually on the committee and does not show up. That is a matter of record. But he is calling for an independent investigation. I think there are three reasons we do not need it. Number one, we already have it; number two, it is going to drain the sources of the Committee on Intelligence; and, number three, it would become a political football. And I will explain why. Since February, and earnestly since January, the chairman of the House Committee on Intelligence, the gentleman from Florida (Mr. Goss), a Republican, and the chairman of the Senate Committee on Intelligence, who is a Democrat, Bob Graham, have been talking, and are forming what is a bicameral, both House and Senate, and a bipartisan, one Democrat, one Republican chair, investigation of what went wrong on 9-11.
